Budget Description Public Art Project Budget: $38,000. The Project Budget includes all expenses related to the research, investigation, design development, fabrication and installation of the artwork including, but not limited to: design time and fees; design documents, renderings and/or other media as required to communicate the artist’s concept design development to the Project Team; signed and certified structural, and/or other construction/engineering drawings and specifications that may be required for fabrication; fabrication of all artwork elements; transportation of materials, travel and accommodations for artist(s); insurance, storage; and all other project-related expenses. |
Project Description On behalf of Generational Commercial Properties, HTZ Investments, Runa Workshop and Austin Art in Public Places (AIPP), we are requesting qualifications for an artist or artist team to create an outdoor Artwork for a new multi-use property at 801 Barton Springs Road, a main thoroughfare just south of downtown Austin, Texas. The Site Location is within proximity to large urban park and is part of a commercial edge between the park and residential neighborhoods. The Artwork will be located along a pedestrian walkway leading east and west on Barton Springs Road. It will be integrated into the sidewalk/patio space in front of the Building. The Artist will liaise with the Project Team comprised of Building Owner, Architect, Engineers, Designers, Austin Art in Public Places (AIPP), the City of Austin (COA) and the Art Consultant to provide a Public Artwork that should reflect the conceptual and narrative themes of the Architect’s Building Concept defined below. The building concept is to allow the dynamic forms and flows indicative of local streams to inform the building architecture. The architectural language of the project is derived from the systems and structures of a Texas stream overlaid on the building program; volumetrically expressed by three shifting volumes, like limestone riparian ledges. The upper building mass of 801 Barton Springs, is a serene pool, like one might find at the top of a waterfall. The placid aesthetic of this programmatic volume relates to the office environment. The middle volume, hosting the garage evokes water in vertical flow cascading over a limestone ledge. The lower volume of the building is the refreshing redirection of the cascade as it unites with the urban streetscape; splashing with activity, connectivity and promise. Within the ground level, a restaurant space and class A office lobby invigorate the pedestrian street frontage of Barton Springs Road. |
Artwork Goals 1. Safety of pedestrians must be considered. 2. The Artwork must adhere to the specified perimeters provided by Architect, Engineer and the City of Austin. 3. The Artwork should translate artistic concepts into materials that are appropriate for public space, taking into consideration maintenance, safety, and longevity. Materials must be non-combustible, weather resistant and colors must maintain their profiles, fidelity and integrity in all weather conditions. 4. Any plans for exterior lighting are conceived in advance - during the design development phase. 5. Water features are not being considered for this call. 6. Artwork should be sensitive to social, environmental, historical, and/or other relevant contexts. |
Eligibility This call is open to artists age 18 or older living and working in Texas. Must offer three references, and must have completed at least 3 public artwork projects. |

Selection Information |
Selection Process 1.Request for Qualifications (RFQ) issued: November 4, 2016; calling on qualified designers, artists, and firms to submit work samples to be considered for this project. 2. RFQ Due: January 16, 2017. 3. An Artist Selection Committee, composed of Project Representatives, Art Consultant, AIPP Representatives, Architects, Designers and Visual Artists, will review all applications. Three (3) semi-finalists will be invited to provide proposals after that meeting. Artists will then be given a deadline to prepare their proposals. 4. The Committee will meet again to review the three proposals and select an artist to enter a contract and join the Project Team. Finalist will be notified by March 1, 2017 with a goal of entering a contract by March 15, 2017. The two runners up will receive a $1000 stipend for their proposals. 5. Artists not selected will receive email notification. *All post-application meeting dates are estimated delivery dates and subject to change based on variations in availability. |

Timeline Artists who reach finalist round may be required to present their proposal in Austin at a date TBD. Once Selection is made, Artist should be available to begin work with the Project Team upon receipt of Notice to Proceed (NTP) through Completion - projected October 2017. At this time, the Artist will work with the Project Team to design and implement the artwork. Artist must be available for site visits, bi-weekly updates, calls and meetings as needed during the design and construction period. Artist will acknowledge in their contract that all designs, concepts, and ideas provided for this project are the property of the Owners. Artist will sign letter of agreement/contract before beginning work. The first ½ of Artist Fee will be paid upon completion and acceptance of the Artwork Proposal, with the remaining ½ paid upon Completion of Project. The Client will retain any models provided by Artist. Artist is required to develop concepts within the provided budget. If the design comes in over budget, Artist must revise the design to bring concept within budget. No additional fee will be paid for such revisions. Art Consultant will notify artist if further information is needed. Please do not send additional material unless requested. Selected Artist will be notified by March 1, 2017 with a projected installation date of October, 2017. |
