Call Summary
The Texas Tech University System seeks to commission a professional artist to create site-specific exterior sculpture(s) to be placed outside the new Archer College of Health and Human Services, located on the Angelo State University Campus, a member of the Texas Tech System, located in San Angelo, TX. Artwork Goals
The Archer College of Health and Human Services offers professional education in a variety of health care, rehabilitation and human service disciplines. The new building will include 56,600 GSF of teaching laboratories; classroom spaces; a 100-seat seminar room; student study rooms; and high-tech interdisciplinary research laboratories. In addition, there would be a centralized administrative suite for college, departmental, and program administrators and support staff, faculty offices, an academic advising center, and a support center for online program development and delivery. The building location is adjacent to the existing Vincent Building on campus. Art in this area should help to “activate” the area by creating an element to draw people in and keep them seated in this area for studying, socializing, etc.

Safety is imperative; durable, low-maintenance materials are recommended to withstand daily foot-traffic of faculty, staff, students, and visitors to the Facility. Ideal submissions may vertical and visible down the pedestrian mall through the ASU campus. This piece should be outdoors and available to the community. Water features are highly discouraged, but the selected artist will have an opportunity to collaborate with landscape architects for the project.

Keep in mind that “Kinesis” by Joaquin Palencia (see photo in attachments) is across from where this installation will be located. Other public art pieces on campus are also included in the attachments. Please keep in mind that this piece should help add to the diversity of the collection on the ASU campus. Any concepts that may be considered polemic or political should be avoided.

In order to be considered, submissions must comply with the requirements outlined in this document. Objects that are mass-produced or of standard manufacture are not eligible for consideration.

Site History
Founded in 1928 as a community college, Angelo State University (ASU) became a four-year state institution in 1968 and a member of the Texas Tech University System in 2007. Today, ASU enrolls approximately 7,000 students from 42 states and 19 countries, making the University a more diverse institution than the typical regional university. It features a well-manicured 268-acre campus in the center of San Angelo, a West Texas community of 100,000 residents. The campus is anchored by the University Mall, which runs the length of the campus from east to west. Campus architecture is best described as traditional, with consistent orange brick and limestone details. ASU shares in the rich culture and heritage of San Angelo and West Texas, taking the sturdy Rambouillet Ram as its mascot in tribute to the region’s ranching heritage.

Guidelines: Please describe your initial impressions of and projected approach to this public art project for the Permian Basin Academic Facility. Specifically, please address your thoughts on location and medium and, if applicable, discuss any projects for which you used a similar approach (limit to 250-500 words).

Selection Information
Selection Process
Texas Tech will select the Artist that best meets the requirements, based on the information contained in their response to the Request for Qualifications, any reference checks conducted, and the information presented during any interviews conducted as part of the selection process.
 
Selection Criteria
Texas Tech will select the Artist that best meets the requirements, based on the information contained in their response to the Request for Qualifications, any reference checks conducted, and the information presented during any interviews conducted as part of the selection process.

Specifically, in the selection of finalists, Texas Tech University System and its University Public Art Committee will review and consider the following:

1.The conceptual basis for the Artist’s body of work as defined in the written statement.
2.The quality – technical and aesthetic – of the artist’s past work as represented in the image submissions.
3.The experience of the artist in successfully designing, fabricating, administering, and completing public art projects and/or custom architectural elements on time and in budget.
4.The artist’s training and education.
5.The quality and comprehensiveness of the submission package.

After evaluating the artists’ submissions, Texas Tech will narrow the pool of applicants to approximately two to five finalists to develop a design and model for presentation to the University Public Art Committee in San Angelo, Texas. Each finalist will be paid an honorarium not to exceed $2500 for the development of their Design Proposal and to facilitate travel for the presentation. The model will not be returned to the artist.

The Design Proposals will be subject to review and acceptance by Texas Tech University System’s University Public Art Committee, the President of Angelo State University, and the Chancellor of the Texas Tech University System.
