| Call Summary The Odessa Council for the Arts & Humanities (OCA&H) invites professional artists or artist teams to submit qualifications to design and fabricate a significant piece to enhance the structure on the corner of 8th street and Maple avenue, know colloquially as the ‘Cloth World Sign.’ This piece will be an addition to the City of Odessa’s public art collection. |
| Budget Description The funds for this project are derived from the OCA&H’s Public Art Budget The budget covers all project-related costs including but not limited to, project design, labor, fabrication, project management, materials, tools, subcontracted services, lighting (if it is an integral part of the particular artwork), travel to complete the artwork if necessary, shipping, delivery of the artwork to site and installation. Any expense that exceeds the contracted amount will be the artist’s responsibility. The OCA&H Public Art Committee will facilitate the entire art selection process up through coordination of the installation of all artwork on behalf of OCA&H and the City of Odessa. |
| Project Description Situated near downtown Odessa, the Cloth World sign is visible from much of the city of Odessa. When Cloth World closed down, the lettering was removed from the sign and it has sat for many years in the parking lot of the shopping center unused. With the city focused on the revitalization of the downtown area, this presents an opportunity for the sign to be enhanced with a public art piece that could be considered as a Gateway to Downtown. The mid-century architecture of the sign should be honored as a piece of Odessa’s history. The Public Art Committee strongly encourages the use of lighting in the design of the piece. The work should be prominent and proportional to its surroundings, (and should last for 20 years) …and should hold up to the extreme weather conditions of West Texas including intense sunlight, heat and wind for at least/up to 20 years with minimal maintenance. Due to the fact that this is a pre-existing structure, it is recommended that the artist or artist teams consult with a structural engineer through the design, fabrication and installation process. |
| Artwork Goals The Public Art Committee seeks works by professional artists to add to and integrate with the City of Odessa and its growing collection of public art. The Public Art Committee goals as previously established are: 1. Meet the needs of the community 2. Reflect a quality that will stimulate and engage the community 3. Reflect a quality that will enhance the reputation of Odessa to the external art community 4. Reflect a quality that will enhance the reputation of Odessa, making it an arts destination 5. Allow the community to use artwork as an example of exceptional public art 6. Be durable, sustainable and easy to maintain |
| Site History The Rockhill Springs Shopping Center was a destination for community members in the 1950’s and 60’s, and the sign has been an iconic marker for the area of Odessa around Maple Avenue and 8th Street. As the area has been redeveloped and merchants have moved in and out, the sign structure itself has sat neglected for many years. By utilizing the structure as the basis for a new piece of Public Art, we will be honoring the legacy of the community while keeping an eye firmly focused on the future. |
| Eligibility This public art commission is open to all professional artists or artist teams with experience in similar such projects. All media will be considered. A professional artist is defined as a skilled practitioner in the original arts with an original self-conceptualized body of work, generally recognized by critics and peers as a professional possessing serious intent and ability. Subcontracts may be used and are defined as those providing technical implementation including but not limited to construction, fabrication and assembly for portions of a finished product under the direct supervision and control of an artist. Applications not meeting eligibility criteria will be withdrawn from consideration. All applications must be submitted through www.publicartist.org. No email or mailed applications will be accepted. | Selection Information |
| Selection Process Submissions by applicants will be reviewed by OCA&H Public Art Committee to ensure that each application is legible, complete, and meets all requirements. The pool will be narrowed and then reviewed by the Public Art committee who will select a group of artists to produce artwork for the structure. |
| Selection Criteria Artwork will be selected based on the following criteria: • Artist merit and technical expertise • Demonstrated successful, innovative and effective approach to public art projects of a similar scope • Ability to successfully execute a public art project in a culturally rich and complex area • Express interest in creating artwork for the opportunities presented by this request for qualifications |
