Call Summary
Project Summary

The City of Austin’s Art in Public Places (AIPP) program of the Cultural Arts Division, Economic Development Department, seeks proposals from professional visual artists or artist teams to design, fabricate, and install site-specific, short-term artwork or time-based performances in designated areas of Austin, including parkland spaces, libraries, streets and bridges, right-of-way, and other sites to be determined. The intent for the temporary public art is to cultivate curiosity, spark imagination, and engage the community in a meaningful dialogue about public art and foster work by local artists and cultivate tourism.

The City of Austin requests proposals from professional artists and designers who live and work in Williamson, Travis, Bastrop, Caldwell, Hays, Burnet, and Blanco counties are eligible to apply.

Multiple commissions will be awarded. The budget for artwork ranges from $3,000 to $10,000 for each commissioned work.
 
Budget Description
Budget
The funds for this project are derived from the Hotel Occupancy Tax. A minimum amount of $3000 and a maximum amount of $10,000 is available for each public art project. Though multiple commissions will be awarded, there is no set number of commissions. The selected artist(s) will be responsible for development of a budget to include all necessary aspects of design, fabrication and construction including design and permitting, travel expenses, insurance, installation costs, foundation or bases, and any landscaping around the piece as part of installation or de-installation. Insurance
Insurance that will be required of all commissioned artists includes general liability and auto liability (approximate cost of both for 3-D installed work: $400-$600; approximate cost for both for time-based work/performance: $400-$500). If any subcontractors are hired by a commissioned artist, these coverage’s, as well as workers’ compensation insurance, will also be required of the subcontractors. Project Description
TEMPO Public Art Intent & Goals
The goal of the Art in Public Places Program is to commission works of art and art projects of redeeming quality that advance the public’s understanding of visual art and enhance the aesthetic quality of public places. Temporary public art plays an important role in attracting new and emerging artist to participate in the city’s public art program, enriches the civic dialogue, engages public space in a unique way and cultivate tourism around the artist in Austin. The TEMPO program would allow the artist to explore a range of themes suitable for the outdoor environment and provide the opportunity for innovative, thought-provoking artwork that impacts the way people experience their environment.

» Foster engagement between artist, artwork and the community;
» Link artists with resources and city assistance to develop skills and experience;
» Facilitate public discussion, civic dialogue, and collaborative partnering for programming;
» Promote new interest and increased participation in, and focus on, public art;
» Cultivate tourism activity around the arts in Austin
 
Artwork Location Description
Artwork Opportunity
Artists may select from a pre-approved list of City-owned sites listed below or other City-owned sites, as approved by City staff. A preliminary list of suggested sites is listed; however each proposal must be approved by each department for concept, placement, duration, safety, durability, and materials. Artwork must not impede traffic, pedestrian right of way, safety, line of sight, normal business operations, or any other potentially hazardous conditions.

The majority of the artwork proposals are intended for exterior environments, with the exception of an interior airport location, and must be low maintenance, durable, and safe for a public setting. Each proposal should respond to the site and, if applicable, respond to the department’s mission and goals.

Artists will be responsible for any installation and removal after the artwork has been de-installed or lifespan concluded. The artist is also responsible for site restoration and repair of premises or artwork during exhibition. Site-specific, short-term artwork or time based performances may be installed according to the timeline indicated by the artist(s) within the exhibition dates, and the concept should take various factors into consideration, including durability of materials, appropriateness to the site, safety, neighborhood, and stakeholder input, etc. Dates of exhibition will be from July to December 2015.

Eligibility
Artist Eligibility
Professional visual artists at least 18 years of age living and working in Williamson, Travis, Bastrop, Caldwell, Hays, Burnet and Blanco counties are eligible to apply. Full-time, permanent City of Austin employees and project consultants and contractors and their employees and sub-consultants are ineligible to apply. Artists who have not received a public art commission before are encouraged to submit proposals for consideration. Artist currently under contract with AIPP are eligible to apply.

Letter of Interest: 700 word maximum
Indicate why you are interested in proposing this work for your chosen site. Submit up to 10 images of past work and up to 10 images of proposed work. Installation or 3-dimensional work may be illustrated by multiple images. Descriptions must include: Title, Medium, Dimensions (and Budget and Site, if public artwork or commission). Submit a written narrative describing the concept, proposed materials, and fabrication and installation methods of proposed work. Include a preliminary budget for your proposed design using the attached budget template. Time based or performance artworks may include video clips. Murals must be created on a mountable material with a description for installation that does not impede on the surface it is mounted.

Selection Process
Each artist or artist team must submit for review to the selection panel:
• Letter of Interest with Conceptual Narrative of Proposal;
• Sketches, renderings or CAD images of proposed artwork showing exact location within City-owned site;
• Materials List;
• Approximate budget;
• Exhibition dates within exhibition schedule;
• 10 of 10 portfolio images and descriptions of past work;
• Resume (please include your name and contact information);
• List of 3 Professional References (please include your name and contact information).
 
Selection Criteria
Evaluation Criteria
The selection of an artist or artist team shall be based on whose qualification best meet the requirements contained in the Project Outline.

In addition to the standard AIPP project selection criteria found on the City of Austin’s Art in Public Places
website (www.austintexas.gov/aipp/selectioncriteria.htm), the Selection Panel will review and consider the following evaluation criteria:

» Artistic merit and technical expertise;

» Responsiveness to the physical and cultural context of the site;

» Ability to foster engagement and/or interaction by those encountering the work;

» Attention to safety and appropriate choice of materials.

Artist Information Meeting
Two artist information meetings will be held to familiarize artists with the project opportunity including the application and selection process, and mission/intent/guidelines for temporary work. AIPP staff and project representatives will be available to answer questions.
