Call Summary
The City of San Antonio seeks professional qualifications from individuals or firms that provide a combination of creative and technical services that can support art in public spaces and project delivery. Qualified candidates are required to demonstrate successful experience and technical expertise in providing support services related to art in the public realm.

To better diversify our pre-qualified list and to facilitate the selection of artists with a wide range of qualifications, applicants are encouraged to complete the optional demographic questionnaire section of the application.

The FY2018 Pre-Qualified List is used to select individuals and business to provide on-call services including, but not limited to consulting, curating, writing, project management, art history, art handling and shipping, art appraising, restoring and conserving art, art fabrication, photo and video documentation, graphic and web-based design, and technical design.

Once approved by the City Council, all pre-qualified individuals or businesses remain eligible for contract opportunities over a two-year period. Individuals or businesses who were approved in the FY2017 Call for Public Art Qualifications need not apply.

Those who previously applied to this call and were not selected are encouraged to update their previous application and reapply.
Budget Description
The City of San Antonio is implementing a comprehensive public art program that encompasses the 2017-2022 Bond Program, which allocated 1% ($8.5 million) for art policy creating public art opportunities utilizing the Pre-Qualified Public Art Support Services list generated by this call. Pre-Qualified Public Art Support Services providers selected from this call will also be considered for commissions associated with Public Art San Antonio’s (PASA) participation in City of San Antonio projects beyond the scope of the bond program including (but not limited to) the World Heritage Corridor, downtown redevelopment, and other general improvement projects throughout San Antonio.

Budgets are determined by individual cost estimates per services provided and up to $50,000 per pre-qualified individual or firm.

Professional public art support services for public art projects that are designed to improve and enhance new or existing City parks, plazas, streetscapes, and facilities.

PASA’s goal is to create enduring art experiences by commissioning and preserving public art that enriches the cultural landscape of the City of San Antonio, generating pride and a strong sense of place.

San Antonio is home to over to 1.4 million residents and welcomes 31 million visitors a year. The City’s permanent public art collection is comprised of artworks by area, national, and international artists that contribute to San Antonio’s culture and vitality. Selection Information
Selection Process
A selection panel will be responsible for reviewing and evaluating applications resulting from the City’s annual call for public art qualifications. The panel's proposed pre-qualified list will be recommended to the City’s San Antonio Arts Commission for final consideration and ultimately approved by the City Council.

Notifications will be delivered to applicants by email after City Council approval. Additionally, pre-approved applicants will be notified when they are being considered for specific projects. Inclusion in the pre-qualified list does not guarantee selection for a public art contract.

Once approved, all applicants agree and acknowledge that they will not contact any member of City Council regarding potential contracting opportunities available to those on the approved list. Such contact may result in partner’s removal from the approved list and disqualification from eligibility for a contract award.
Selection Criteria
Applications will be evaluated based upon the following criteria: submitted qualifications and background experience, level of expertise (including education, training, and certifications), technical proficiency (media and technical capacity), reputation (three references requested), and work examples.
The Pre-Submittal Workshop will include an overview of the FY2018 Call for Public Art Qualifications and will be held on Tuesday, August 1, 2017 in the Plaza de Armas Gallery (115 Plaza de Armas, San Antonio, TX 78205) at 5:30pm.
