Call Summary The City of San Antonio seeks creative non-profit arts organizations with public art experience to submit qualifications to collaborate in the creation art in public places throughout the City. The FY2018 Pre-Qualified List is used as opportunities arise to collaborate on permanent, temporary, or event based public art projects. Once selected, Collaborative Partners will be engaged to develop and implement projects, community engagement initiatives, and public art residencies based on scope of work and available funding and will remain eligible for contract opportunities over a two-year period. Collaborative Partners who were approved in FY2017 need not apply. Those who previously applied to this call and were not selected are encouraged to update their previous application and reapply. |

Budget Description The City of San Antonio is implementing a comprehensive public art program that encompasses ongoing Capital Improvement resources, the new 2017-2022 Bond Program, non-bond public art projects, and special initiatives and will utilize the Pre-Qualified Public Art Collaborative Partners list generated by this call. Budgets will be determined collaboratively through a development process that includes planning and preparation of proposals. |

Site History The City of San Antonio is the seventh most populated city in the country and the second most populated city in Texas. San Antonio is home to over to 1.4 million residents and welcomes 31 million visitors a year. The City’s permanent public art collection is comprised of artworks by area, national, and international artists that contribute to San Antonio’s culture and vitality. In 2018 the City will celebrate the 300th anniversary of its founding with a variety of commemorative projects reflected within the artistic and cultural realms. Eligibility This opportunity is open to non-profit arts organizations whose qualifications include permanent, temporary, or event-based public art experience. Applicants must be currently recognized under section 501(c) (3) of the Internal Revenue Code or provide documentation noting their organization’s relation to a parent organization with tax-exempt status. This application is for non-profit arts organizations seeking a contract for collaborative partnership opportunities. Public Artists seeking to be considered for upcoming public art commission opportunities should submit under the application: FY2018 Call for Public Art Qualifications: Public Artist. Selected applicants approved for the FY2018 Pre-Qualified List will be asked to complete a litigation disclosure form and discretionary contracts disclosure form. Both forms are available for review on www.getcreateivesanantonio.com/publicart. All submissions must be submitted by Wednesday, August 16, 2017 4:30PM Central Daylight Time through www.publicartists.org/pasa. Late submissions will be automatically disqualified. |

Selection Information | ||||||||||
Selection Process A selection panel will be responsible for reviewing and evaluating applications resulting from the City’s annual call for public art qualifications. The panel's proposed pre-qualified list will be recommended to the City’s San Antonio Arts Commission for final consideration and ultimately approved by City Council. Notifications will be delivered to applicants by email after City Council approval. Additionally, pre-approved applicants will be notified when they are being considered for specific projects. Inclusion in the pre-qualified list does not guarantee selection for a public art contract. Once approved, all applicants agree and acknowledge that they will not contact any member of City Council regarding potential contracting opportunities available to those on the approved list. Such contact may result in partner’s removal from the approved list and disqualification from eligibility for a contract award. |

Selection Criteria Applications will be evaluated by an internal selection panel based upon the following criteria: submitted qualifications and background experience, level of expertise (including previous public art projects/activities), administrative capacity (professional resources and proven capacity to deliver public art projects), reputation (three references requested) and work examples. |

Timeline The Pre-Submittal Workshop will include an overview of the FY2018 Call for Public Art Qualifications and will be held on Tuesday, August 1, 2017 in the Plaza de Armas Gallery (115 Plaza de Armas, San Antonio, TX 78205) at 5:30pm. |
