| Call Summary First Basin Credit Union (FBCU), in partnership with Odessa Arts, invites professional artists or artist teams, to submit qualifications to design and fabricate a significant piece to enhance the outdoor plaza of the community room to be located at the new FBCU Corporate Headquarters office building. The new building is being constructed in the prestigious Parks Legado Town Center, located in Odessa, Texas. |
| Budget Description The funds for this project are derived from the construction budget for the headquarters. The budget covers all project-related costs including, but not limited to, project design; foundation engineering; permitting; labor; fabrication; project management; materials; tools; subcontracted services; lighting, if it is an integral part of the particular artwork; travel to complete the artwork if necessary; shipping; delivery of the artwork to site; and installation – to include structural/mounting costs. Any expense that exceeds the contracted amount will be the artist’s responsibility. Odessa Arts and FBCU will facilitate the entire art selection process, up to coordination of the installation of all artwork. |
| Project Description The art work submitted should be prominent and proportional to its surroundings – please see detailed “Artwork Description Location”. The artist should incorporate the theme of “wind” into the artwork, as wind is a direct reflection of West Texas. The piece can be created through a kinetic sculpture, stationary sculpture, a sculpture that is abstract or through other means. The artist is invited to define “wind” as they depict it – for example, through energy, power, spirit, motion, strength, force or whisper. The art work should be designed to hold-up through the extreme weather conditions of West Texas, including intense sunlight, heat and wind. The piece should be designed to last at least 20 years with minimal maintenance and should not exceed 35’ in height. |
| Artwork Goals First Basin Credit Union is committed to using this opportunity to enhance public art in Odessa, through private means, and continue the objectives of the Public Art Master Plan for the City of Odessa. FBCU and Odessa Arts seek works by professional artists to add to and integrate with the City of Odessa and its growing collection of public art. This piece has a scheduled installation date of October 2020 and should achieve the following criteria: 1. Meet the needs of the community. 2. Reflect a quality that will stimulate and engage the community. 3. Reflect a quality that will enhance the reputation of Odessa to the external art community. 4. Reflect a quality that will contribute to making Odessa an arts destination. 5. Allow the community to use the artwork as an example of exceptional public art. 6. Be durable, sustainable and easy to maintain. 7. Not exceed 35’ in height. |
| Artwork Location Description The new FBCU Corporate Headquarters is currently under construction in the Parks Legado Town Center on the east side of Odessa. The four-story building will be approximately 64,000 square feet and will house a full-service branch with expansive drive-thru teller lines; and a spacious community room with an attached outdoor plaza, to support the meeting space needs of local non-profit organizations. The artwork will specifically be installed in the outdoor plaza that will flow and be accessible from the community room. The plaza will feature landscaping and greenery with a sitting area for guests. It will include patio-style pavers and up lighting for the sculpture – if lighting is not already integrated in the design of the piece. This outdoor sanctuary will represent a warm welcome to all FBCU Corporate Headquarter employees, tenants, visitors – and especially to our guests utilizing the community room and outdoor plaza for their events. Dimensions of the entire plaza are 64 feet 6 inches in length and 46 feet 6 inches in width. Dimensions for the designated area for the art piece are 30 feet in length and 46 feet 6 inches in width. The Parks Legado Town Center has been named “The Gathering Place of West Texas” and is home to more than 16 restaurants, retailers and hotels – with more in progress of being added. This booming location is directly off State Highway 191, one of the busiest roads in the Permian Basin that is traveled daily by residents, commuters, and visitors. The FBCU Community Room and Plaza will face Highway 191, which links the City of Odessa to the City of Midland – a combined population of 250,000. Lamar Advertising reported, in just one week, one of their billboards on Highway 191 received 106,101 impressions from adults ages 18 and over. |
| Site History The idea of the Parks Legado Town Center came from local entrepreneur Collin Sewell. Sewell leads the 100+ year-old Sewell Family of Companies – he has 375 team members across Texas and oversees more than 15 companies. Sewell envisioned what “could be” in 2008 and made it a reality in 2013. Sewell took the first major step and investment building a brand-new Sewell Ford Lincoln Dealership as the flagship of Parks Legado. Upon making this move, others followed suit building and opening the doors to hotels, banks, retailers and multi-family construction. Parks Legado features Mediterranean architecture, on-street parking, brick pavers, and quality signing to offer an upscale, yet hometown feel. Micro-parks boast fountains and pavilions that serve as gathering spaces for community events, farmers markets and more. |
| Eligibility This public art commission is open to all professional artists or artist teams with experience in similar such projects. All media will be considered. A professional artist is defined as “a skilled practitioner in the original arts with an original self-conceptualized body of work, generally recognized by critics and peers as a professional possessing serious intent and ability.” Subcontracts may be used and are defined as “those providing technical implementation including, but not limited to, construction, fabrication and assembly for portions of a finished product under the direct supervision and control of an artist.” Applications not meeting eligibility criteria will be withdrawn from consideration. All applications must be submitted through www.publicartist.org. No email or mailed applications will be accepted. |

| Selection Information |
| Selection Process RFQs will be reviewed by a selection committee consisting of stakeholders and arts administrators. Three finalists will be selected and an RFP will be assigned. Finalists will present their proposals in person. Commission will be awarded within 7 days of presentations. |
