Call Summary
Artist and artist teams are invited to submit proposals for the design and installation of public art at the Waco Regional Airport (ACT) in Waco, Texas. Creative Waco, in partnership with the City of Waco, is seeking an artist or artist team to design a “Welcome to Waco” wrap design which will then be produced and installed by a firm selected by Creative Waco. The selected artist or artist team will enter into an agreement with Creative Waco for the completion of the project. The artwork must comply with airport rules, regulations and policies. The artist/team will be required to work with the installation firm during fabrication and installation to ensure design integrity.

Budget Description
The selected designer will be offered a $5,000 contract to finalize the digital design and adapt it as necessary for application as a wrap applied to glass. The contract amount will include artist’s fee, travel, insurance, and documentation. The selected design will be fabricated and installed by a vendor selected by Creative Waco. The Artist is expected to work with the vendor to oversee the fabrication and installation of the designed mural and should expect site visits to Waco during fabrication and installation. Installation may take place during off-peak operation hours including nights and weekends. For all work done on city property, prevailing wage requirements will be applied. All finalists are expected to stay on budget and to complete work in an approved time frame.

 
Project Description
This RFP is extended to individual artists, art students, and design teams with no geographic limitations as to place of work or residence. The selected artwork must incorporate repetitions of the phrase “Welcome to Waco” provided by community members in their language(s) or origin and arranged into a digital design by the Artist or Artist Team. The final design will be fabricated/installed by a vendor selected by Creative Waco.

Upon completion, the piece will be accepted into the City of Waco’s Public Art Collection. Creative Waco, Waco’s local arts agency, is assisting the City of Waco in the implementation of this project from the issuing of the RFP through the selection process, issuance of the contracts, and installation of the piece.
 
Artwork Goals
The goals of the project include the following:
--Place new, high-quality works of public art that complement the concurrent renovation of the airport.
--Grow Waco’s reputation as a community that values and supports creativity and the arts and as a state-designated Cultural Arts District city.
--Introduce artistic and design elements that highlight Waco’s distinct culture, diverse community, natural beauty, and attractions.
--Create a gateway to Waco that is impressive, distinctive, and welcoming.
--Where possible, engage local/regional artists for career-enhancing opportunities.
--Showcasing the diversity of Waco by integrating repetitions of the phrase “Welcome to Waco” provided by community members in their language(s) of origin.
--Feature the changing natural light at the installation site.
 
Artwork Location Description
The artwork will be installed onto a 50’-6” x 9’-4” semi-opaque glass walls along the corridor linking the Arrival Lounge and the airport’s Main Concourse. It is intended that shadows of “Welcome to Waco” messages will be cast onto the adjacent floor.
 
Site History
Waco is located 90 miles north of Austin, the capital of Texas, and 90 miles south of the Dallas-Fort Worth International Airport. Waco Regional Airport (ACT) is a City of Waco facility and is located 15-20 minutes from downtown Waco. The airport is critical to air travel for the region, offering great convenience for travelers to and from Central Texas. Passengers can avoid the stress of driving more than an hour to the airports located at DFW, Austin, or Killeen, and the difficult and often expensive task of parking at larger airports.

The Waco Regional Airport Terminal Building was most recently updated in 1999. This project will include new interior finishes throughout, expanded restroom facilities, exit lane breach control egress system, car rental desks, and new furnishings. Project completion is anticipated in fall 2023.
 
Eligibility
--There are no restrictions regarding where artists/teams live or work.
--Artists/teams with a direct connection to the Waco/McLennan County area will be prioritized.
--This call is open to professional artists and/or students.
--Artists/teams need not have completed a project of similar budget, scale, and/or scope, but do need to demonstrate their capability of doing so.

Selection Information
Selection Process
--Design submission concept deadline is midnight on April 21, 2023.
--Proposals will be reviewed by Creative Waco staff for completeness and for compliance with requirements stated in the RFP.
--Complete proposals will be submitted to an artistic panel consisting of professionals from the fields of art, design, and engineering, including representatives from Creative Waco and the City of Waco, the Aviation Advisory Board and the Waco Convention & Visitors Bureau. The artistic panel will recommend the finalist.
--The final recommendation will be submitted to the City of Waco Aviation Advisory Board and Waco City Council for review and approval.
--The selected designer will be offered a $5,000 contract to finalize the digital design and adapt it as necessary for application as a wrap applied to glass.
