Call Summary MARYLAND RESIDENTS are invited to submit their Qualifications and Letters of Interest in creating an outdoor public art memorial/awareness sculpture to be installed in North Beach, MD. This Call for Artists starts as a Request for Qualifications, Sample Works, and Ideas submitted via the online platform (publicartist.org) no later than June 30, 2023. Four applicants will be chosen to receive an honorarium of $1,500 to create maquettes and related material by mid-August 2023. One Artist will then be chosen to receive an honorarium of $25,000 to complete a work by August 2024, pending MSAC project grant funding approval. The project is sponsored by the Twin Beach Opioid Abuse Awareness Committee (TBOAAC) formed in 2017 by the towns of Chesapeake Beach and North Beach to raise awareness of the opioid abuse crisis in our communities, connect those in need with appropriate resources, and remove the stigma of shame and denial surrounding addiction, overdose and overdose death. Committee membership consists of town government representatives, Calvert County Health Department, Calvert County Sheriff's Department, Calvert Alliance Against Substance Abuse, Emmanual Church Celebrate Recovery, and like-minded organizations and community members. Reducing the stigma of shame and denial is one of the top priorities of the TBOAAC in order for our community to heal from this opioid crisis. The LOCATION for this sculpture is the Mark R. Frazer Sunrise Garden in North Beach, MD. North Beach is a Chesapeake Bay waterfront destination that attracts many tourists in addition to being the home to many within our community. Our VISION for the sculpture is to honor and preserve the memory of those we have lost, educate our community that overdose does not discriminate and is preventable, and to inspire hope for those who continue to struggle. We believe that public art creates hope, is a healing force and will provide a sense of unity to increase public engagement and bring about more awareness. A powerful inspiration that can have a positive impact on our community and our visitors alike to help reduce the stigma of shame and denial because "Their Lives Matter." This sculpture would also serve as a catalyst for additional public art projects to bring more awareness throughout the state. The PROJECTED BUDGET for project implementation is $25,000 and has the potential to increase with local donor support. The project is being administered by the Town of North Beach with support from The Maryland State Arts Council (MSAC) "Public Art Across Maryland" program which has fully funded the planning process. Budget Description The budget has two phases: 1) planning and 2) project implementation. The planning phase will award a $1,500 honorarium to each of four semi-finalists who are selected to develop their design concepts. The projected budget for project implementation is $25,000 pending future project grant approval. The planning phase ends when the project submits the selected artist design concept and project plan to the Maryland State Arts Council (MSAC) for approval and project funding in the Fall 2023. The project implementation budget includes funds for artist/design fees, cost of materials, fabrication, delivery and installation. Although project implementation funding has not been approved, the award of planning funds by the MSAC is an indication that a feasible project plan for a design that has community support will be favorably received. In addition, this project could possibly obtain additional local funding to support project implementation. |
Project Description The Town of North Beach will be the Administrator of the MSAC Public Art Planning Grant with support from the TBOAAC, and the Sculpture Selection Committee (SSC). The new outdoor memorial/awareness sculpture will be installed in the Mark R. Frazer Sunrise Garden located in North Beach, MD. The project has two phases, planning and implementation. The planning phase is fully funded by the MSAC. The objective of the planning phase is to select four qualified artists (semi-finalists) each of whom will receive a $1,500 Honorarium to develop design concepts. Semi-Finalists will be selected by a selection committee and receive support from the committee to help guide them in producing their design concepts, including their proposed budget and implementation schedule. The Selection Committee membership includes representatives from the TBOAAC, regional art professionals (representing public art, sculpture and addiction art) and the founder of Sunrise Garden. Of those four semi-finalists, one will be selected by the committee to create the sculpture. The project aims to select the winning design concept in time to announce and introduce the selected artist and have them present a model/maquette to the public at our Annual Overdose Awareness Day, Glow Vigil Event to be held on August 31, 2023. We also plan to unveil and share with the community all semi-finalist models/maquettes. These models/maquettes will become the property of the Calvert County Health Department, Local Behavioral Health Authority to be placed on display and rotated in public spaces throughout our county to bring about more community engagement and awareness. The planning phase concludes with the signing of a Memorandum of Understanding with the winning artist and the submission of an application to the MSAC for project implementation funding in the Fall 2023. It is anticipated that this project could also obtain additional local funding to support implementation. After MSAC project implementation grant approval, funds would be made available in December 2023. Once the funds are available the artist can begin their work. Final execution of our project goal is to have a completed sculpture installed and ready to present to our community and visitors for a dedication ceremony to be held at our Annual Overdose Awareness, Glow Vigil Event on August 31, 2024. |
Artwork Goals We are seeking an artist to create a permanent outdoor memorial/awareness sculpture that will reflect the impact that overdose has on our community. One that makes a statement that embodies the remembrance of tragic loss and inspiration for a brighter future. Noting that overdose does not discriminate and is preventable, we are looking for a powerful statement to engage the community that "Their Lives Matter" and there is Hope. Of utmost importance, many families are grieving overdose losses (unexpected tragedies) and a sculpture dedicated to loved ones lost will give them a peaceful place for family reflection and a reminder that their loved one's life mattered. For those in our community that are struggling we want this public art statement to inspire hope, so they realize that the community cares and that their lives matter too. Artwork Location Description North Beach, Maryland is a Chesapeake Bay waterfront destination that attracts many tourists in addition to being the home to many within our community. Known as the "Jewel of the Chesapeake Bay," the town has much to offer making it the perfect place to spend the day. All attractions are within easy walking distance within each other. One of the most beautiful sites located within this walking distance is the Mark R. Frazer Sunrise Garden. Here you will find a peaceful, neighborhood park located near the town waterfront area. The park includes a gazebo; seating walls and benches; water features that consist of rain gardens, shallow ponds and waterfalls; walkways; landscaping with native plants; pad areas for cultural, artistic and historic sculptures; low level lighting; and electrical service for holiday lighting displays. Sunrise Garden is open year-round, dawn to dusk. We have a proposed site location in mind that allows optimal space for a memorial/awareness sculpture. This space also has three benches available for guest/family visitations and is well lighted for evening reflection. There is a pad available within this space but does not necessarily have to be used. The main requirement is that the proposed sculpture not exceed the height of the signature sunburst sculpture that currently resides in the garden (approx. 9' w/pedestal). All permanent artworks shall be durable, low-maintenance, and appropriate to the location. Works should not be subject to deterioration, easy to clean and safe to the public. Upon selection of the four semi-finalists, there will be an invitation to a Meet and Greet event to include a tour of the garden. We recommend that artists plan to attend this event where you will have the opportunity to meet with the Sculpture Selection Committee members and collaborate further on the project. Eligibility MARYLAND RESIDENTS who are 18 or older are eligible to apply. An artist may apply on behalf of a group, but the lead artist must be a Maryland resident at the time of submission and throughout the entire project. Artists must show applicable experience on a similar scale, public projects. Artist(s) must enter into an agreement with the Town of North Beach and comply with all Public Art Across Maryland (PAAM) Guidelines. |

Selection Information |
Selection Process The selection process has two steps and will be managed by the Town of North Beach. Selection will be made by an established Sculpture Selection Committee with members representing the Twin Beach Opioid Abuse Awareness Committee (TBOAAC), regional art professionals (representing public art, sculpture and addiction art), and the founder of Sunrise Garden. The first step in the selection process is the evaluation of the applications received from this "Call for Artists." Application deadline is June 30, 2023 (Approx. 4 weeks to apply). Four semi-finalists will be selected by July 7, 2023. Step two of the process begins when the semi-finalists are notified and invited to attend a Meet & Greet and tour of the garden to collaborate with the Sculpture Selection Committee. Each finalist will be awarded an honorarium of $1,500 to prepare design concepts to include a project narrative, budget, schedules, renderings and a model/maquette to be presented at a reception event for review (Approx. 5 -6 weeks to develop full concept proposals). A Reception will be scheduled no later than August 20, 2023. Artists will present their full concept proposals and model/maquettes for review by the selection committee. All models/maquettes will become the property of the Calvert County Health Department, Local Behavioral Health Authority for future public display. One finalist will be selected, notified and invited to present their sculpture proposal and unveil their model/maquette to the community at our Annual Glow Vigil Community Event on August 31, 2023, International Overdose Awareness Day. A MOU will be developed to be signed by the selected artist and the Town of North Beach. The planning phase ends when the project submits the selected artist design concept and project plan to the MSAC for project funding in the Fall of 2023.
