| Budget Description All inclusive. The total budget for this project is $368,000. This amount is inclusive of all costs associated with this public art project including, but not limited to, artist fees, consultant and subcontractor fees, insurance conforming to Texas Tech University System standards, engineering, materials, fabrication, transportation, installation (including any site modifications), foundation, and post-installation documentation. |

| Artwork Goals The Texas Tech University System seeks to commission a professional artist to create site-specific exterior sculpture(s) or installation to be placed at Bolin Hall, on the Midwestern State University campus, located in Wichita Falls, TX. The artist has the option to present a concept for either an interior or exterior piece. Construction of the facility will be completed by July 2025. The exterior option calls for a large-scale exterior sculpture or wall mural. See attachments for images. The interior option calls for art to be located in the entry lobby of the building. See attachments for images. The art in either location will greet visitors as they arrive at Bolin Hall and should help to “activate” that area by creating a welcoming and innovative space. Ideal submissions should consider technology to create an interactive and eye-catching piece. Safety is imperative; durable, low-maintenance materials are recommended to withstand Texas’ intense weather conditions. Bolin Hall houses the science and math departments for Midwestern State University, including geosciences, computer science, mathematics, biology, and chemistry. The public art should serve to enhance the building from multiple points of view. Applying artists should keep in mind the various academic disciplines that are housed in this building. The outdoor space should encourage gathering, communication, and occupation of exterior spaces by students, and public art at this location has an opportunity to contribute significantly to these goals (see image attachments). Ideal submissions should incorporate multiple elements in the space. Water features are highly discouraged, but the selected artist will have an opportunity to collaborate with landscape architects for the project. The interior lobby area should welcome students as they enter the building. Public art at this location should aid in contributing to this goal. Ideal submissions should consider either digital or hanging elements within the lobby space (see image attachments). Among relevant concepts to consider are metamorphosis, catalyst, collaboration, inquiry, rigor, structure, curiosity, active learning, and transformative. This will be a multi-disciplinary facility, so public art needs to have broad appeal. Any concepts that may be considered polemic or political should be avoided. Artists should attempt to create a design that speaks to the diversity of learning that takes place in a facility such as Bolin Hall. In order to be considered, submissions must comply with the requirements outlined in this document. Objects that are mass-produced or of standard manufacture are not eligible for consideration. |

| Site History Midwestern State University, located in Wichita Falls, Texas, joined the Texas Tech University System in 2021. Founded in 1922, MSU Texas is a leading liberal arts university also known for its accredited professional programs in health sciences, mechanical engineering, business, and education. Designated as a First-Gen Forward Institution, several programs assist first-generation students, including the transformational Priddy Scholars Program that supports students throughout their four years of education at MSU Texas. In 2018, a student learning center opened in Flower Mound, Texas, to further enhance and provide affordable educational opportunities for working adults. The Texas Tech University System’s Public Art Program was initiated by the Board of Regents as an investment in the campus environment and an extension of Texas Tech’s educational mission. The Public Art Committee, with the Executive Director of Public Art, commissions original public artworks of the highest quality, be they permanently sited, portable, or architecturally integrated. These works are funded using one percent (1%) of the estimated total cost of each new major capital project. Since 2001, the Public Art Program has commissioned or purchased artworks by some of today’s leading artists, including Deborah Butterfield, Terry Allen, Barbara Grygutis, Larry Kirkland, Bruce Munro, Jesús Moroles, James Surls, Shan Shan Sheng, and numerous others. The Bolin Hall Renovation and Expansion project will include a partial renovation of approximately 45,000 to 55,000 GSF of the existing building and provide approximately 7,500 GSF of new space to address the programmatic needs of the sciences and math departments. The Bolin Hall Renovation and expansion will include a partial renovation of the existing building that was constructed in 1966. The scope incorporates educational concepts that facilitate student interaction, peer-to-peer learning, and open collaboration. | Selection Information | ||
| Selection Process The Texas Tech System will select the Artist that best meets the requirements, based on the information contained in their response to the Request for Qualifications, any reference checks conducted, and the information presented during any interviews conducted as part of the selection process. |

| Selection Criteria Specifically, in the selection of finalists, TTUS will review and consider the following: 1. The conceptual basis for the Artist’s body of work as defined in the written statement. 2. The quality – technical and aesthetic – of the artist’s past work as represented in the image submissions. 3. The experience of the artist in successfully designing, fabricating, administering, and completing public art projects and/or custom architectural elements on time and in budget. 4. The artist’s training and education. 5. The quality and comprehensiveness of the submission package. After evaluating the artists’ submissions, Texas Tech will narrow the pool of applicants to approximately two to five finalists to develop a design and model for presentation to the University Public Art Committee in Wichita Falls, Texas. Each finalist will be paid an honorarium of $2500 for the development of their Design Proposal and to facilitate travel for the presentation. The model will not be returned to the artist if they are selected. The Design Proposals will be subject to review and acceptance by Texas Tech University System’s University Public Art Committee, the President of Midwestern State University, and the Chancellor of the Texas Tech University System. |
