Call Summary
Roswell Arts Fund and the City of Roswell, Georgia invites artists to submit proposals of existing outdoor art works for consideration for ArtAround Roswell 2019, a Sculpture Tour; a temporary art installation to be installed at various outdoor sites in the City of Roswell, Georgia. Proposals selected through this call will be considered for exhibition during an 11-month tour from April 13, 2019 - March 1, 2020.

ArtAround Roswell introduces public art to a broad community, promotes appreciation of fine works of art, enhances outdoor spaces and enriches lives. We seek to have a well-balanced and diverse exhibition of sculptures with a variety of styles, types, and sizes.

Ten outdoor sculptures will be selected and installed in key locations throughout the city, park system and historical downtown Roswell. Sites may be publicly or privately owned. Photos of current sites and sculptures can be viewed at www.roswellartsfund.org. Final available sites will be determined after 2018 sculpture sales are completed. Appendix A describes the current and potential sites.

We seek artwork that captures the spirit and brand of Roswell, is compelling for residents and visitors, and connects to the cultural energy of the various neighborhoods and city. If possible, a visit to the city and potential sites is recommended.

At least one piece will be purchased as a permanent work of art for the City of Roswell by the Roswell Arts Fund. Two sculptures were purchased from our first sculpture tour, and four sculptures were purchased from our second tour. Additionally, two cash awards will be presented to the top two favorite sculptures in the amounts of $500.00 and $250.00 respectively.

This invitation is extended to all qualified artists with no entry fee. Artists will receive a $2500 stipend for the loan of their work, paid in two installments ($1250 at installation, and $1250 when the art work is deinstalled). All sculptures are for sale to the general public unless otherwise stated, but must remain installed for the entirety of the eleven months of the exhibition and tour. A sales commission of 30% will go to the Roswell Arts Fund, the City’s designated arts agency, for all sculptures sold during the tour. Roswell Arts Fund conducts an annual campaign, to promote the purchase of ArtAround Roswell sculptures.

A visual listing, an online brochure, map and OTOCAST app and audio will be available as a guide for the ArtAround Roswell sculpture tour. In addition, the art and artist’s profiles will be promoted on our website, roswellartsfund.org, social media, city websites, emails, etc. We encourage all interested artists to visit www.roswellartsfund.org for more information.

ArtAround Roswell is a collaboration between the Roswell Arts Fund and the City of Roswell. The sculptures are hosted by the City of Roswell, Department of Recreation and Parks and Private Sector owners.

Budget Description

Artwork Goals
Roswell Public Art Intent and Goals:

Roswell’s Public Art for People and Places seeks art of redeeming quality that enhances the aesthetic quality and experience of public places. The public art selected through this initiative will be of high quality, innovative, and embody our city’s Modern Spirit. Southern Soul.

Specific ArtAround Roswell Objectives include:

- Enhance the aesthetic appeal, interest, and experience of residents and visitors.
- Introduce Fine Arts to a broader population and more specifically activate and advance the discussion on Public Art (a museum without walls).
- Actualize the City of Roswell’s vision/brand to be a “premier riverside community connecting strong neighborhoods and the entrepreneurial spirit”, a City that is both modern as well as steeped in history.
- Actualize recommendations of the Imagine Roswell Arts & Culture 2030 study completed in 2015 and our Public Art Master Plan completed in 2017.
- Leverage the river, parks and downtown areas and their frequent visitors.
- Acquire at least one piece to be installed permanently in the city.
- Provide accompanying events to engage and energize the community.
- Build collaboration between the various Roswell City departments, commissions boards, business and civic organizations.

ArtAround Roswell is a multifaceted annual arts experience accompanied by community planned events featuring performance, music, dance, and other special events. Interactive activities include tours and contests. We kick off the Tour with a community wide celebration at one of the sculpture sites. During the Tour we organize several sculpture tours all of which are open to the public, and some of which are events with partner organizations. Examples include a Bike Tour with Bike Roswell; tours that conclude at one of our microbreweries and/or wine bars; tours that depart from our Saturday morning Farmer’s Markets, or monthly Riverside Sounds concerts.
 
Artwork Location Description
Sculpture Tour Current Sites (visuals of current sites are available at www.roswellartsfund.org)

Please note that at the time of this distribution it is unknown what sculptures will be purchased by the end of 2018, and consequently some sites listed below may not be available, and new sites will be added. The Roswell Arts Fund seeks to install selected sculptures and optimize fit.

Riverside Park @ East Trail Entrance
This location is closest to the east parking lot for Riverside Park. It is adjacent to the Riverside Park Spray Ground. There are large amounts of foot and bike traffic on this particular trail which leads to the area around Don White Park with 2 beach volleyball courts.

Riverside Park @ West Trail Entrance
This location is closest to the west parking lot for Riverside Park adjacent to the playground and boat ramp for the Chattahoochee River. It is primarily frequented by foot and bike traffic and there is a short walk to an access point for boaters loading, or unloading, from the river. This is also a central location for events such as the Roswell River Race. This site requires a substantial artwork visible to street and automobile traffic.

Don White Park Under GA 400
This location is closest to Riverside Road under GA 400. It frequented by trail related foot and bike traffic. This area is also a popular spot for picnickers during the day and on the weekends. This site requires a substantial artwork visible to street and automobile traffic.

Don White Park @ Sand Volleyball Courts
This location is located off of Riverside Drive. This is a more passive park that is heavily utilized during the week, and on the weekends. There is a large amount of foot and bike traffic related to the trail system. There is also an access point for Chattahoochee River for canoers, paddle boarders, etc. In addition, there are 2 sand volleyball courts that are used consistently on the weekends.

Roswell Area Park @ Lake
This location is adjacent to the 9/11 Memorial near the flag pole at the Roswell Area Park Lake opposite the Serenity Garden. This area is frequented by foot traffic on the trails as well as youth and adults that enjoy this scenic spot. This area is currently the location for annual 9/11 Memorial service as well as the Crabapple Middle School students.

Big Creek Park @ Boardwalk Entrance
This area is located on the northeast section of Big Creek Park along the concrete multiuse trail. This area is frequented by foot and bike traffic as well as the Northwood Elementary School students. This site requires a substantial artwork that stands out from the landscaped background.

East Roswell Park Entrance
Located at the new Eves Road entrance to East Roswell Park, this area serves as a gateway into one of the City’s larger parks. There is a multi-purpose trail that enters the park at the same location. This site requires a substantial artwork visible to street and automobile traffic.

Old Mill Park
Located in one of the most historic locations in Roswell, the Old MIll Park offers visitors access to history, nature and fitness. The art location sits above Roswell’s covered bridge that leads to Vickery Creek, part of the Chattahoochee National Recreation Area. Roswell’s old machine shop, which is currently being renovated into an events facility, is next to the covered bridge and can be seen from the sculpture placement. The sculpture will be situated on a small grassy knoll between two trees, just off the main walkway.

City Hall Complex/pathway to Cultural Arts Center:
As part of the main city hall complex, this walkway is the entrance to a foot bridge that connect Roswell’s Cultural Arts Center to parking and the main city hall complex. The art location sits between the main gazebo entrance to the bridge and a street lamp post. The Cultural Arts Center is home to live performances, puppet series, a resident theatre company and Roswell’s Historical Society.

Arts Center West at Leita Thompson Park
Arts Center West is home to Roswell’s clay and ceramics studios, as well as a new blacksmith studio (opening Fall 2017). The art location is close to the entrance of the park on a grassy flat area, in front of a white picket fence. From this location, visitors can enter to access hiking trails, dog parks, and the arts center.

Eligibility

Artist and Artwork Eligibility:


This call is open to all professional artists and artist teams. Students enrolled in degree programs are not eligible to apply. Applicants must be 18 or older.


- Artwork preferred produced within the past four years. Please advise construction date.


- Artwork preferred not to have been displayed in similar exhibitions within a 50-mile radius within the last three years. Please advise of recent regional exhibitions.


- Artwork must be original, one-of-a-kind artwork. Multiple edition work will not be considered.


- Artwork must be structurally able to be secured to a concrete pad with anchor bolts. The majority of current pads are 4 x 4, but several are much larger. Please specify specific installation requirements, including pad size in the submission. If special equipment is required for installation, then a specific date will be arranged for installation. All sculptures requiring special installation equipment will be installed on the same day. All efforts will be made to arrange a mutually agreeable time. If the artist cannot comply with this schedule, then the artist will assume the additional financial cost of the special equipment.


-Artwork must be fabricated and finished with non-hazardous materials and be maintenance free for the duration of the exhibition.


- Artwork should be appropriate for outdoors and active pedestrian environments, safe for the public, and appropriate for all ages.


- The selected artist(s) will be required to carry general liability insurance for the installation and for the length of the exhibition. Proof of insurance is required at the time of contracting.

- Submitted applications will serve as an agreement to the conditions herein stated for exhibiting in ArtAround Roswell.


Applications must include all of the following items; incomplete applications will be rejected.


- Statement of Interest: In no more than one page using no smaller than 12pt font, outline the artist's interest in participating in ArtAround Roswell. Tell us about the artist, the artwork, and why the artist believes their submission is a good fit for Roswell. Please include the artist's full name, address and complete contact information including any professional websites. Statements greater than one page will not be considered.


Art Work Details and Requirements:


Each artist may submit a maximum of THREE (3) artworks for consideration in ONE (1) application suitable for long-term outdoor and pubic exposure. 


Provide details of each submitted artwork including but not limited to title, date of construction, medium, weight, dimensions (HxWxD), and any required power sources. At the current time sites do not come with power sources.

Artist can submit up to 5 digital images per artwork (no less than 3) for a maximum of (15) images. Please ensure images show various views of the artwork, as well the detail. PLEASE include at least one image that has a person standing next to the sculpture so we can better evaluate size and scope of the artwork.


File format: Each individual digital image should be in jpeg format 


File Dimension: No smaller than 2000p pixels on the shortest side


File Resolution: 72 ppi/dpi (standard web resolutions)


File Size: Each individual digital image should be no larger than 5 MB. 


Each individual digital image should be submitted separately from the application and jpeg files should be saved as "lastname_artwork1.jpg (the title and number of the digital image should correspond clearly to the list of images included in the application; example: rodin_thethinker1.jpg)


Each email submission(application and/or images) cannot exceed 10MB.


All work must be the property of the artist. Sculptures that have been produced within the past four years are preferred.


Please state date of construction. Sculptures must be free from damage, scratches, fade marks, or any other irregularities. Original, one of a kind artwork only. Multiple edition work will not be considered.


Artwork preferred not to have been displayed in similar exhibitions within a 50-mile radius within the last three years. Please advise of any recent regional exhibitions.


All artworks should be suitable for outdoor installation, safe for viewers and ?appropriate for extended outdoor exhibition and exposure to weather. Artists should detail an assessment of all materials in relationship to durability and maintenance.


Sculpture should be large scale, heavy, and have the ability to be easily secured to a concrete foundation. Several sites are visible from the road as well as pedestrian traffic.


Artist statement of installation requirements. We seek artwork that does not demand unusual installation requirements. Ideally artwork should be structurally able to be secured to a concrete pad with anchor bolts. Majority of current pads are 4 x 4, though some are larger. Artwork that requires a different size pad or unusual installation will be considered but specific installation requirements must be noted in the submission. Please provide detailed information regarding installation method, anchoring procedure and any required maintenance. If special equipment is required for installation, then a specific date will be arranged for installation. All sculptures requiring special installation equipment will be installed on the same day. All efforts will be made to arrange a mutually agreeable time. If the artist cannot comply with this schedule, then the artist will assume the additional financial cost of the special equipment.


Artist statement of artwork purchase price. This price should include the 30% commission to Roswell Arts Fund.


Artists may provide site preferences based on available light, accessibility and other environmental factors.


A plaque will be installed at each sculpture displaying the Artist's name and title of the artwork.


If the artwork is sponsored by a local business organization, the sponsor's name will be added to the identifying plaque.


Résumé/CV (two-page maximum): We seek strong professional qualifications and high-quality artwork that demonstrates originality and technical competency. Include education; experience; public exhibitions and commissions on a similar scale; awards, grants or fellowships; works in private, corporate or museum collections; and exhibitions at major museums or galleries. Please distinguish between being awarded a commission and being a finalist for a commission; temporary art exhibition from permanent; indoor or outdoor artwork. Of interest would be to note any LEEDS experience or certification. Please specify examples of working with multi-disciplinary teams (e.g. architects, landscape architects, civil and transportation engineers). Artists will be required to collaborate with a diverse group of individuals including installers, marketing professionals, sponsors, city employees and volunteers.

Selection Information
Selection Process
Public Art Selection Process and Panel:

This panel is comprised of diverse Roswell stakeholders including business, civic and community leaders as well as art professionals. At least one person on the Panel will be an artist, one will be a community representative, and at least one person on the panel will serve as a Conservator, able to assess materials, design and siting as it relates to installation and potential maintenance costs.

The Public Art Selection Panel will seek to choose a well-balanced and diverse exhibition of sculptures with a variety of styles, types, and sizes. Ten finalists and up to three alternates will be selected.

After the submission deadline members of the Roswell Arts Fund will prescreen the applications for the Selection Panel to ensure completeness and eligibility in order to identify a list of qualified candidates with appropriate experience for this project.

The Public Art Selection Panel is not required to select from among submitted applications and reserves the right to invite artists who do not apply.

Contractual Expectations:

Artists will receive a $2500 stipend for the loan of their work paid in two installments ($1250 at installation, and $1250 when art work is deinstalled). If an art team has created the work, they will share the single pay stipend. Artist will receive a 1099 for the tax year(s) paid. Artists will also receive a 1099 for any artwork that is sold. It will be the responsibility of the artist to report their sales and remit any additional sales or associated taxes.

Artists will be responsible for transportation of artwork to and from installation site. Artists will be expected to be present and for artwork installation and deinstallation. Such times will be coordinated between the Artist and installers. Roswell Arts Fund will hire a professional art installer to assist the artist as needed, and will cover all expenses related to the artwork installation and deinstallation process. If special equipment is required for installation, then a specific date will be arranged for installation. All sculptures requiring special installation equipment will be installed on the same day. All efforts will be made to arrange a mutually agreeable time. If the artist cannot comply with this schedule, then the artist will assume the additional financial cost of the special equipment.

Artists will be responsible to have insurance for the artwork during installation and for the length of the exhibition/tour. Proof of insurance is required at the time of contracting.

If the sculpture is available for sale to the public, a sales commission of 30% will go to the City’s designated arts agency, the Roswell Arts Fund.

Artists who have submitted a proposal agree that the City of Roswell and Roswell Arts Fund may display models and reproductions/images for non-commercial, educational, and promotional purpose with credit given to the Artist. In addition, installed sculptures may be used temporarily in collaboration with other arts centric events in the city, such as yarn wraps, dependent on site location.
