Call Summary
Frostburg State University (FSU), in partnership with the Maryland State Arts Council (MSAC) seeks to commission an artist or artist team to create durable, unique, permanent public artwork for the new Education & Health Sciences Center (E&HSC). This project offers two artwork commission opportunities:
-Wall-Mounted two-dimensional, or low relief artwork , and
-Three-dimensional, sculptural or installation-based artwork.

Artists and teams with the appropriate qualifications and experience may apply to both locations but are required to submit two separate applications.
 
Budget Description
The Artist Selection Committee has identified $75,000 to commission new and original, durable, wall-based, two-dimensional, or low relief artwork for the interior of the new Education & Health Sciences Center building.

Up to three semi-finalists will be invited to develop and present artwork concept proposals to the E&HSC Artist Selection Committee in-person. Semi-finalists will be offered a stipend of $2,500 each for time and travel.
 
Project Description
The two public art commission opportunities (2D/Wall Mounted and 3D/Sculptural) offered for the Education & Health Sciences Center are part of a State of Maryland Capital Improvement Project, managed by the University of Maryland, College Park. The Public Art Across Maryland: Artwork Commissions program serves as the state’s percent-for-art program, commissioning artwork for new and renovated State-owned buildings; it is administered by the Maryland State Arts Council and overseen by the Maryland Public Art Commission. Upon completion, all artwork will become the permanent property of Frostburg State University.

Eligibility
All professional artists or artist teams living in the United States may apply.
If artists apply as a team, the team should be listed on the application, specifying a team leader to receive notifications. Artists currently enrolled in a university or college degree program are not eligible to apply. Employees of Frostburg State University, the University of Maryland, College Park, and the Maryland State Arts Council are not eligible to apply.

The selected artist or team must be able to register as a Maryland vendor and adhere to all applicable state permitting and licensing and tax requirements for the duration of the contract.

This is an opportunity for each artist or team to address their interest and approach to this particular commission opportunity. Successful applicants will address the themes & goals of this project.
 
Artists are allowed to apply in teams.
Artists applying as a team must split the allotted number of work examples between themselves.
 
Selection Information
Selection Process
All applications received will be reviewed by staff for completeness and eligibility based on the submission requirements, and the unique contexts of this project as they are described above.
All applications deemed eligible by staff will be advanced to the Artist Selection Committee for review and scoring based on the Selection Criteria. The Artist Selection Committee will choose up to three applications per commission location to be advanced as semi-finalists. Semi-finalists will be notified by staff and invited to develop artwork concept proposals. Following a concept development period, semi-finalists will present concepts to the Artist Selection Committee. Following the semi-finalist interviews, the Artist Selection Committee will select a finalist to be awarded the commission contract. Artists or teams may apply to both the interior and exterior artwork commission opportunities. If an artist or team is selected as a semi-finalist for both sites, they are eligible to be awarded both contracts if selected by the panel.
The selected artist will enter into a contract directly with the University of Maryland, College Park, which is responsible for managing the state capital construction project. The artist’s contract must be approved by the Maryland Board of Public Works before work can commence.
The selected artist or team must be able to register as a Maryland vendor and adhere to all applicable state permitting and licensing and tax requirements for the duration of the contract.
 
Selection Criteria
The Artist Selection Committee will review and score all complete and eligible applications based upon the following criteria.
1) The applicant’s demonstrated experience working with teams completing projects of comparable scope and scale. (40%)
2) The applicant’s work samples reflect originality, technical skill, sensitivity to site, and knowledge/experience of materials and fabrication methods suitable for permanent installation in a public environment (40%)
3) Expressed interest in creating a signature work of art for the Education & Health Sciences Center site, and artwork themes and goals described above. (20%)
